    MINUTES OF THE BARLING MAGNA PARISH COUNCIL

        HELD ON THURSDAY 9th FEBRUARY 2006

        at 7.30pm in THE VILLAGE HALL.

          Present:      7- 30 p.m.

            Councillor [Chairman] Mrs I Knight.

            Councillors: Mrs D Dobson, Mrs D Harvey and Mrs C Harmer.

          Also present:

            Mr Richard Bills, Manager of Neighbourhood Watch.         

            The Parish Clerk, Mr B. Summerfield.

150.           Apologies for absence:

            Councillors: Mr J Edmunds, Mr A Dobson, Mrs L Paton and Mr M Steptoe.          

151.            Chairman’s opening remarks:

            The Chairman welcomed all to the meeting especially our guest Mr Richard Bills.

152.   To Receive Declarations of Interests:

      All Councillors (as the Parish Council) declared an interest in the item: Village Hall Committee

            ( as Trustees ).    

            Councillors: Mrs D Harvey declared an interest in the item: Playspace ( as neighbour ).

            All Councillors as the Parish Council declared an interest in the item: Playspace.

            The Clerk advised all Councillors to update their ‘Declaration of Interests’ ( lodged at the RDC with Mr Honey ) as and when there were any changes.

            i               Mr Richard Bills, Manager of Neighbourhood Watch

            Talked of the 5 volunteers that man the Rayleigh desk from 10am-12 week days.   01268 770519

            There are a total of 21 neighbourhood watchers in the Rochford District.

   The desk receives regular updated crime reports from the Police and are able to keep the watchers up to date with crime trends. They are going to produce a quarterly newsletter. There is available a video for training purposes including other items on crime reduction and credit card fraud.  There is an imitation gun initiative in process at the moment.

The message in a bottle scheme is very successful and appreciated by the emergency services and may save lives.   ( details of the occupiers medical condition, allergies, next of kin, etc are placed in a sealed plastic bottle that carries a label of identity in the owners fridge. A corresponding label, drawing attention to its position is placed on the back of the front door for the emergency Services))

Mr Bills is encouraging more Watchers to take part especially in the Barling area.

The Chairman thanked Mr Bills for his attendance and interesting talk.                    7.59pm.

154.           Minutes of the Meeting of the 12th January 2006.                                           The Council resolved to agree the Minutes as a true record.

            Proposed by Councillors: Mrs D Harvey, seconded by Mrs C Harmer and agreed by all.

            The Chairman signed the Minutes as a true record.

155.          Matters Arising from the Minutes:                  Not arising from the Agenda.

i           ( Minute 136/i )                          School Travel Plan Meeting of 20th January 2006.

            Councillor reports:  None.

ii          ( Minute138/i )                             The Playspace.

            i              Mr R Pitt’s Playspace condition reports show that the green rubbish is still present.

            Agreed the Clerk to ask Mr Pitts to remove.

            ii             Councillor reports. Notices were discussed.

                           Councillor Mrs D Harvey to reproduce the anti dog Notices.

            The Clerk to produce - no rubbish dumping - no dogs - etc.

iii         ( Minute 138/vi )                          Voluntary First Registration of Title.

            Clerk’s report to the next Agenda.

iv         ( Minute 138/viii )                         A seat by a Bus stop on the LWR.

            Councillor Mr D Harvey’s report: After discussion it was decided that more research was necessary.

v          ( Minute 143/v )                          Essex Equals Training Course.

            The Clerk reported that he had started the Course and had logged the hours spent and had requested payment. The hours to be paid monthly and the residue at the end of the course.

vi         ( Minute 143/x/iii )                    Initiatives Grants.

            A priority list consisting of Parish Hall, Playspace and Wildlife Park was discussed.

vii        ( Minute 148 )                                      Electricity Sub Station (Ground rent)

            i           The Clerk reported that he had gone through the books to find payments from the electricity board, but had drawn a blank.

            ii          He suggested that the Village Hall Committee should do the same.

156.          Planning.

i           The Delegated Planning Quorum decision                                                  None

ii          The Council to discuss and approve the Delegated Planning Quorum decisions.                    None

iii         New Applications:  

ESS/07/06/ROC Barling Quarry, Barling Marsh, Barling Magna  (The Continuation of use of a Bagging Plant Without Compliance with Condition 4 Attached to Planning Permission ESS/20/02/ROC to Allow for the Importation of up to 7,000 Tonnes in any One Year of Aggregates for the Purposes of Bagging and Distribution).

i     The proposal suggests an increase in movements of 1.5 lorries in and 1.5 lorries out per day.

ii          The proposal suggests (that with this increase) the total will not exceed the permitted limit, as granted in ROC/634/90                       

After discussion the Council were not opposed, was recorded.

iv            Appeals:            None

v            Delegated planning decisions – 21st February 2006 was recorded.

vi            Councillor reports:             None

vi         The Clerk reported that he had forwarded a complaint re: alleged excessive smoke emitting from premises on Barrow Hall Road

157.           Barling Magna Millennium Parish Park (Wildlife Park).

Councillor Mrs I Knight reported :

i     A planting plan was to be drawn up.

ii          Roger Burroughs was starting in two weeks time and it was arranged that a working party of Mrs: Dobson, Knight and Harmer ( to oversee the tree planting ) would meet onsite on 23rd February 2006.

158.           Barling Magna Parish Hall Management Committee.

i           The Minutes of the Meeting of 16th January 2006 was recorded.

ii            Chairman’s report: The Bank account signatures are close to being brought up to date.

vi         A letter dated 12th January 2006 from ECC re: Changes to Commercial Bus Services operated by First (20c) was recorded.

vi         An Invoice undated January 2006 from SLCC re: CiLCA registration Fee @ £70-00 was recorded.

xiii       The payment dated 15th January 2006 to Mrs D Dobson re: the Co-op Xmas parcels @ £337-87 was             recorded.

xiv            Members discussed and agreed all items for payment.

162.          Report from Members on Outside Bodies.                       To receive verbal reports:

i            Monthly Crime report.              Nothing to report.

ii          School Governors.                  Nothing to report.

iii         Flood Watch report.              Nothing to report.

iv            Councillor reports:                Residents of Stonebridge are looking to raise a sign or other identity item.

163.          Streetlights.

i            Councillor reports:                None

ii            Clerk’s Survey report of 18th January 2006: BHR – p2/p3, LWR – p23/p29/p35, BR – p6/p8/p15.

164.             Highways.

     Councillor reports: A ditch, adjacent to the pavement that runs from Mummeries towards the Shoulderstick (for some 100 feet) is choked up and overgrown.   The Clerk to contact Highways.

165.   Items from Councillors.                                              For exchange of information only.

The Clerk reported that he now had fixed commitments on Wednesdays and that Thursdays were reserved for Barling Magna PC.

166.   Date and time of the next Parish Council Meeting.
