MINUTES OF THE BARLING MAGNA PARISH COUNCIL
HELD ON THURSDAY 9th FEBRUARY 2006
at
7.30pm in THE VILLAGE HALL.
Present:

Chairman’s opening remarks:
The Chairman welcomed all to the meeting especially our guest Mr Richard
Bills.

To Receive Declarations of Interests:
( as Trustees ).
Councillors: Mrs D Harvey declared an interest in the item: Playspace (
as neighbour ).
All Councillors as the Parish Council declared an interest in the item:
Playspace.
The
Clerk advised all Councillors to update their ‘Declaration of Interests’ (
lodged at the RDC with Mr Honey ) as and when there were any changes.

Mr Richard Bills, Manager of Neighbourhood Watch
Talked of the 5 volunteers that man the Rayleigh desk from 10am-12 week days. 01268 770519
There are a total of 21 neighbourhood watchers in the Rochford District.
The desk receives regular updated crime reports from the Police and are able to keep the watchers up to date with crime trends. They are going to produce a quarterly newsletter. There is available a video for training purposes including other items on crime reduction and credit card fraud. There is an imitation gun initiative in process at the moment.
The message in a bottle scheme is very successful and appreciated by the emergency services and may save lives. ( details of the occupiers medical condition, allergies, next of kin, etc are placed in a sealed plastic bottle that carries a label of identity in the owners fridge. A corresponding label, drawing attention to its position is placed on the back of the front door for the emergency Services))
Mr Bills is encouraging more Watchers to take part especially in the Barling area.

Council resolved to agree the Minutes as a true record.

Mr R Pitt’s Playspace condition reports show that the green rubbish is
still present.

more research was necessary.

Essex Equals Training Course.
The Clerk reported that he had started the Course and had logged the
hours spent and had requested payment. The hours to be paid monthly and the
residue at the end of the course.

was discussed.

i The Clerk reported that he had gone through the books to find payments from the electricity board, but had drawn a blank.

Village Hall Committee should do the same.

Barling Quarry, Barling Marsh, Barling Magna
(The Continuation of use of a Bagging Plant Without Compliance with
Condition 4 Attached to Planning Permission ESS/20/02/ROC to Allow for the
Importation of up to 7,000 Tonnes in any One Year of Aggregates for the Purposes
of Bagging and Distribution).
i The proposal
suggests an increase in movements of 1.5 lorries in and 1.5 lorries out per day.

The proposal suggests (that with this increase) the total will not exceed
the permitted limit, as granted in ROC/634/90
After
discussion the Council were not opposed, was recorded.

A planting plan was to be drawn up.
ii Roger Burroughs
was starting in two weeks time and it was arranged that a working party of Mrs:
Dobson, Knight and Harmer ( to oversee the tree planting ) would meet onsite on
23rd February 2006.

reports: A ditch, adjacent to the pavement that runs from Mummeries towards the
Shoulderstick (for some 100 feet) is choked up and overgrown.

The Clerk reported that he now had fixed commitments on Wednesdays and
that Thursdays were reserved for Barling Magna PC.
